Loa is the county seat of Wayne County and the first real town you reach coming down State Route 24 from Interstate 70 into Rabbit Valley. At 7,064 feet it is high, cold country: irrigated hay meadows, cattle, cottonwoods along Spring Creek and the Fremont River, and Thousand Lake Mountain and Boulder Mountain both topping 11,000 feet on either side of the valley.
